Potential Problem for Demonstrators

To add to the debate about the Freedom of Information Kit ...although defensive design is not a good idea, could carrying the tools needed for the current prototype of the Freedom of Information Kit (including a circuit board and backpack) cause potential problems to the demonstrators from police, including being arrested as a 'terrorist' ?

In this respect, would it be more safe for certain demographic of users to use this than others? Limits of freedom?

As per legal restrictions/ requirements in countries, would the state be allowed to track down the sender of messages that are not agreed with by the state?

What laws would the Freedom of Information Kit be held to, if messages were sent from diferent countries, or the server was in a certain country, what laws would apply, as in maritime law, laws may relate to various countries and / or international laws.
